(Appellant) petitions for review of an adjudication of the Department of Public Welfare (DPW) denying her request to expunge a report of indicated child abuse filed by a caseworker for the Philadelphia Department of Health and Human Services pursuant to the Child Protective Service Law (Law). 1 We reverse. The facts are not in dispute. On the morning of November 29, 1993, Appellant placed her ten and a half month old son, J.M., on the top level of a bunk bed located in the bedroom of their house. She left J.M. on the bed and went downstairs to prepare a bottle of milk. About fifteen minutes later, Appellant returned to the bedroom with the bottle and found J.M. stuck with his head between the edge of the mattress and the bed frame; his legs were dangling over the side.
